Boring Water Breaks Ground on a New 1 Million Gallon Reservoir!!

This project was funded in part with a financial award from the Special Public Works Fund, funded by the Oregon State Lottery and administered by the Oregon Infrastructure Finance Authority.
Through a generous agreement with Iseli Nursery, Boring Water District was able to acquire a site for the new reservoir with no out of pocket expense, allowing the District to focus on designing the new reservoir, and moving forward with the project, sooner rather than later, after funding and purchasing a site. The majority of BWD is a gravity fed system; this new site is geographically significant to the operation of our water system, as it matches the existing reservoirs overflow elevation, eliminating the need for an elevated tank, pump stations or other altitude controlling measures, eliminating costly operation, maintenance, and electricity bills once on-line. Elevated tanks can more than double the cost of construction and future maintenance.

Boring Water District is excited to announce the construction of a new, 1 million gallon reservoir!
Background:
The District has been operating on the same 3 reservoirs since the mid 1980’s. As the District continues to grow, the storage on a per customer basis continues to shrink. With currently 900,000 gallons of storage, this new 1 million gallon reservoir will slightly more than double our current storage. The additional storage will help the District navigate growth we have seen in the past 30 years, as well as meet the demands of future growth. The new reservoir will help to carry through peak demand days, as well as to mitigate times of power outages when we cannot adequately produce water, times of natural disasters, and to add redundancy for emergencies such as water main breaks and well pump system failures. With the new reservoir strategically placed in the Districts South end, additional benefits will include: reinforcing pressures throughout the District and increase fire flows tenfold in the Districts South end. The reservoir will benefit every customer 365 days a year.
Overview:
BWD received a low interest loan, through Business Oregon and the Special Public Works Fund to help pay for the improvements. Increases in commercial agricultural irrigation sales since 2019, have shown the ability to cover a loan payment, allowing us to continue providing the same level of high quality water and service historically provided, without impacting current rates.
This project has 3 phases to it:
1. Install 4500 feet of 12 inch mainline to connect the new reservoir to SE Kelso rd at 287th Ave, and installation of 2 new fire hydrants along SE 287th - Completed August 2024.
2. Tie into the end of the existing 12 inch mainline at the South end of 287th. This connection “loops” the reservoir back to SE Amisigger Rd, through an easement provided by Townsend Farms - Completed February 2024.
3. Construction of a million gallon bolted steel reservoir - Completed February 2025.
Through a competitive bid process The Saunders Company of Newberg Oregon was awarded the contract to build the reservoir. Saunders Co selected a local contractor, Cunningham Construction, who is pre-approved with the District to work on our non-chlorinated system, to install the infrastructure piping and complete the site work required for the foundation of the reservoir. Boring Water was very excited to see the money stay in our local Oregon economy.
What is happening now:
To date, the infrastructure has been completed, the tank has been erected, and has passed all bacteria and pressure tests. The project is now at 100% completion.
The new reservoir was approved for use by the Oregon Health Authority late February and was placed online on March 6th 2025.
